§ 22-93. Backfill of utility lines.

  • All utility lines shall be laid prior to setting any forms for construction. As soon as the joints of the utility lines have hardened to such an extend that they will not be damaged by backfilling, fill sand or other materials and metals as approved by the judge shall be used in compacted layers not exceeding six inches in depth of loose material. Each layer shall be tamped. The first layer shall not extend above the spring line of the pipe in any case. Tamping of backfill shall be carefully and thoroughly done so as not to displace utility lines from their original position. All the backfill material shall be at optimum moisture and shall be thoroughly compacted to 90 percent of maximum density as determined by the Modified Proctor Compaction Test. However, the top six inches of the backfill shall be compacted to 95 percent of maximum density as determined by the Modified Proctor Compaction Test. Fill sand may have occasional river rock not exceeding three inches in size and not exceeding ten percent of the material by weight. In instances where a ditch line has been disturbed due to excavation activities and following compaction requirements of this division, the contractor or the utility company shall notify the county judge who shall contact the road foreman for regarding. In instances wherein a ditch line has been disturbed and a permit is not required under the terms of this division, the utility company or the contractor shall notify the county judge who shall contact the road foreman for regrading. The road foreman shall perform the regrading and the utility company or the contractor shall be billed for services performed on an actual cost basis.
