§ 20-40. Purpose.

It is hereby found and determined by the quorum court that there is an immediate need for the regulation of vehicular traffic upon county roads and, therefore, an emergency is hereby declared to exist, and this division being necessary for the immediate preservation of the public peace, health and safety, shall be in full force and effect from and after its passage and approval.
